Preparation of a new Local Plan has formally commenced, marking the start of an important process that will help shape how the borough develops over the coming years.

The new Local Plan will provide the framework for future development across the borough between 2027 and 2044, helping to determine where new homes, jobs, infrastructure and community facilities should be located.

Government requires the new Local Plan to be adopted within 30 months of formally commencing work. To support this timetable, the council has already completed a range of preparatory work, including publishing a detailed timetable, putting governance arrangements in place and undertaking initial scoping consultations.

Earlier this year, residents, businesses and key stakeholders were invited to participate in a borough-wide scoping consultation which sought views on the priorities that will help shape the new Local Plan. Feedback received will be reported to the Executive on Thursday 8 October 2026.

The council has also begun work on a Strategic Environmental Assessment, which will help ensure environmental considerations are embedded throughout the plan-making process and inform decisions on future growth, development and environmental enhancement.

Speaking about the formal start of the Local Plan process, Cllr Louise Morales, Woking Borough Council’s Portfolio Holder for Planning Policy, said: “The Local Plan is one of the most important documents the council produces as it will help shape how the borough develops over the coming years.

“It will provide a long-term vision for the borough, ensuring that new homes, employment opportunities, infrastructure and community facilities are planned in a coordinated and sustainable way.

“The creation of West Surrey Council in April 2027 does not change the need to plan for the borough’s future and is imperative that we do so, as the Local Plan provides a clear framework for homes, jobs, infrastructure and environmental protection.

“The preparation of a new Local Plan also helps protect the borough from speculative development and gives our communities a genuine opportunity to influence the future of the borough.

“We want as many people as possible to get involved as the Local Plan progresses, and I encourage residents, businesses and stakeholders to sign up for updates so they can stay informed about future consultations and opportunities to help shape the borough’s future.”
