Consultation opens to progress final stage of Portsmouth Local Plan
Local Plan Addendum Consultation runs from Tuesday 18 November 2025 to 8 January 2026
A final technical consultation opens tomorrow on the Local Plan Addendum as part of the process to the to adopt a new Local Plan for Portsmouth. Residents, interested organisations, and businesses are invited to comment on the Local Plan Addendum during the consultation period, from 18 November 2025 to 8 January 2026.
This is a final technical public consultation before submitting the Local Plan including its Addendum for independent examination. The Local Plan Addendum includes a new draft policy for Tipner West that does not harm nature conservation in any way that cannot be mitigated. A small number of other policies have also been included to take into account new evidence and comply with the latest Government policies on Planning.
Councillors approved the Local Plan Addendum consultation on 11 November 2025.

Councillor Hugh Mason, Cabinet Member for Planning Policy & City Development, said: “This final technical consultation is an essential step in shaping Portsmouth’s future. It gives residents, businesses, and community organisations the chance to ensure Portsmouth’s new Local Plan properly states our shared priorities and complies with national requirements to provide a clear framework for development up to 2040.”
Following the consultation, the Local Plan including its Addendum will be submitted to Government where a Planning Inspector will be appointed to assess the plan in an examination which will include public hearing sessions. Once approved, it will become the definitive plan for Portsmouth until 2040 and will be used by the Council to determine planning applications.
