Former Metropolitan Special Constable sentenced for rape and sexual offences – Buckinghamshire and London

Following an investigation by Thames Valley Police, a former Metropolitan Police Service Special Constable has been jailed for sex offences committed in Buckinghamshire and London.

Gwyn Samuels, formerly known as James Bubb, aged 28, of no fixed abode, has been sentenced to 32 years – 24 years in custody and a further eight years on licence – at Aylesbury Crown Court today (20/3), after being convicted of a number of sexual offences.

In his sentencing remarks, His Honour Judge Jonathan Cooper said that the defendant had ‘groomed’ and ‘terrorised’ the victims.

HHJ Cooper also imposed a Sexual Harm Prevention Order for life.

The defendant was found guilty of a number of offences by a jury at Aylesbury Crown Court sitting at Amersham Law Courts on 28 August last year, following a trial lasting for 12 days.

The defendant was found guilty of the following counts relating to victim one:

  • One count of assault of a child under 13 by penetration
  • One count of rape of a child under 13
  • One count of sexual activity with a child
  • One count of assault by penetration

The defendant was found guilty of the following count relating to victim two:

  • One count of rape

The jury found the defendant not guilty of one count of rape and one count of sexual activity with a child. Both of these counts were in relation to victim one.

At the time of the offences, the defendant identified as a male called James Bubb, but during our investigation, which was supported by the Metropolitan Police Service, changed their name to Gwyn Samuels and now self-identifies as a transgender woman.

When the victims reported the offences to the police, they stated they had been committed by a man that they knew as James Bubb.

The defendant raped and abused the first victim over a period of years at locations in London and Chesham, the latter where the defendant was living at the time. The victim was 12-years-old when the offences started.

The defendant raped the second victim on an occasion between 2018 and 2023. The victim was 18-years-old in 2018.

The defendant met both victims online, through the website Omegle and the app Kik.

The defendant has since been dismissed from the Metropolitan Police force.

Delivering their victim impact statement at court, victim one said of the defendant: “You tried to convince me that I could not speak up because your job was to keep the public safe, you had solidified that by threatening to make yourself unsafe and end your own life if I dared to speak up about your abhorrent behaviour.

“You have tried to claw your way into my psyche, attempting to convince me that I am both too much and not enough.

“You told me that I would never find somebody who loved me, made me feel repeatedly like I was a burden.

“But James, it is so clear to me and the world now, that these were merely projections.

“You prided yourself on your intelligence all throughout, but it was all an illusion.

“You took my silence for weakness. You took my love and kindness for defeat. But James, you could not defeat me, what you have done has only made me stronger in the long run.”

Victim two, who has told their story in the video below, has said how the defendant used their police training to restrain them: “If I was upset and wanted to leave, it was arm bent and held behind my back, holding me in place to make sure I wasn’t going anywhere. It was pressure points being issued to elicit pain to make sure I wouldn’t struggle. It was like a game to him.”

The victim, who described the defendant as a ‘monster’, added: “It’s been years since I left him and only just now am I starting to find a way back to who I truly am. Only now am I physically starting to recover from what he put me through.

“I became a shell of myself, only going out to see him, and often arguing with my parents that I had gotten home too late or later than I had said because he wouldn’t let me leave. It felt like there was no light at the end of the tunnel.

“I will never get back the time he took from me, but I might one day be able to live instead of survive. That is all I hope for now. To one day reach a point of living again.”

The victim added that there is support for victims: “One of the worst things about something like this is it takes so long to realise what’s happening to you.

“There are some incredible supports out there (for victims). There are charities with incredible support people, who will pick you up from that rock bottom place and carry you through.

“Look at that support. Look at what you may need. Determine whether you are in a place where you feel you can do this, and if not what you might want to get to that point.

“I would say to people, do those steps to feel ready and step forward because what you’re doing is taking another criminal, another abuser, another violent person off the streets and that is better for the safety of everyone.”

If you’ve experienced abuse or violence and would like support, you can contact Galop, the UK’s LGBT+ anti-abuse charity by telephone on 0800 999 5428, by email at help@galop.org.uk or by webchat at galop.org.uk

Investigating officer, Detective Sergeant Kirsty Pendle said: “I want to pay tribute to the incredible courage and strength shown by both victims in coming forward and supporting this investigation through to court proceedings. Their bravery has been vital in bringing this offender to justice.

“We keep an open mind as to whether Gwyn Samuels, formerly known as James Bubb, has committed any other offences.

“If you have any information about this defendant, please contact us quoting Operation Aspect. You can visit a police station, call 101, or leave details via our website.

“Thames Valley Police takes reports of sexual offences extremely seriously. If you have information about any sexual offence, we have specially trained officers who will listen and support you at every stage.”
