Renters Rights Act – Working in partnership with landlords and letting agents

Letting agents and landlords in Dorset are being urged to comply with the new Renters’ Rights Act.

To meet the first phase of the regulations, landlords should ensure their existing tenants have received the information sheet about provisions within the Renters Rights Act by this week’s 31 May deadline.

They must be able to prove the information has been served, use assured periodic tenancies (flexible rental arrangements that continue indefinitely until either the landlord or tenant gives proper notice to end it) for all new lettings and follow revised legislation, including evidencing the reason for any property possession.

The council’s focus is on working with landlords to resolve issues early. While we have a legal duty to investigate concerns, any enforcement action will be targeted and proportionate, focusing on cases where landlords do not engage or repeatedly fail to meet their responsibilities.

Councillor Gill Taylor, Cabinet Portfolio member for Housing and Homelessness, urged landlords to talk to the council if a tenancy is under pressure or if questions arise about managing a tenancy under the new framework.

“Early conversations can help identify practical options to keep tenancies on track, resolve issues before they become complex and costly and provide clarity on rights, responsibilities and available support. In many case, a short discussion can help avoid disruption for both landlords and tenants,” she added.

There are several practical examples where the local authority can help.  Our online checker provides guidance for landlords and tenants on common issues relating to rented homes and tenancy management. It can be used simply as a self‑check, with the option to submit an enquiry only if further support is needed.

Our Key4Me incentive scheme for landlords, which focuses on creating a tenancy that is sustainable and stable, continues to grow across Dorset and is designed to support both landlords and tenants, while helping prevent homelessness.

Since launching in late 2024, the scheme has secured over 200 private rented homes, offering landlords:

  • Rent in advance and deposit or bond options
  • Financial incentive payments at key milestones
  • Support with tenancy agreements, inventories and compliance
  • A named Landlord Liaison Officer for ongoing advice

Landlords remain in control and decide which tenant to accept, with applicants checked for affordability and suitability.
