Men sentenced over disorder that led to man’s death in Harrow

Six men have been sentenced after a disorder that led to the murder of 20-year-old Hamed Mani in Harrow.

Hamed was stabbed to death by Shakur Idan, 23 (24.09.2002) and Abbas Mansur Jean-Pierre, 22 (21.03.2004), following an altercation outside the St George’s Shopping Centre in St Ann’s Road in August 2023.

The two killers were convicted of murder and given life sentences at the Old Bailey in 2024.

Now, four men involved in the altercation that led to the murder have been sentenced for their part in the disorder.

Detective Chief Inspector Alison Foxwell, who led the Met’s investigation, said: “My thoughts remain with Hamed’s family and loved ones, who have waited several years for all those involved in the incident that led to his death to face justice.

“They are the ones who have received the real life sentence in this case. Hamed’s killers will eventually be released from custody; Hamed’s family face a life without him.

“This incident was sparked by a disagreement that escalated and ended in murder. The case demonstrates the danger and real evil of carrying knives – and why we are so committed to ridding our streets of the weapons.”

Hamed’s family said in a statement: “Since Hamed’s death, life has totally changed for our family. We are enveloped in sadness and every day is a struggle to come to terms with the reality that Hamed is no longer with us.

“His death has left us feeling a profound sense of loss and sorrow. Our home, once filled with joy and laughter, is now a place of mourning.

“The future that once seemed so bright and full of promise now feels uncertain and bleak without Hamed’s presence.”

Murder

At around 19:00hrs on 9 August 2023, Hamed was with a group of friends outside St George’s Shopping Centre in St Ann’s Road, Harrow.

Shakur Idan had ridden his e-bike directly at the group and a tussle broke out between Hamed and Idan, with others from the group joining in. A member of the group took the bicycle.

The group of five men ran away from the area. They were pursued by Idan, who called his friend Abbas Mansur Jean-Pierre and asked him to ambush the men.

CCTV picked up Idan telling Jean-Pierre over the phone to attack the men, using the slang term “wet him up”.

Jean-Pierre – armed with a machete – rounded on Hamed.

The other members of the group scattered, while Jean-Pierre and Idan cornered their victim in a garage on Wellesley Road.

Hamed attempted to defend himself but was stabbed repeatedly by the two killers after he collapsed on the road.

The emergency services were called at 19:13hrs and arrived within seven minutes. But despite the efforts of paramedics, Hamed was sadly pronounced dead at the scene.

Jean-Pierre and Idan both suffered injuries in the altercation. Jean-Pierre suffered a serious stab wound to his arm, was found at the scene by police and taken to hospital – where he was arrested on suspicion of murder. Idan was located by the London Ambulance Service and taken to hospital, where he was arrested on suspicion of murder.

Idan, of Elmgrove Road, Harrow, and Jean-Pierre, of The Heights, Northolt, were found guilty of murder at the Old Bailey on 9 July 2024. They each received life sentences with minimum tariffs of 23 years on 19 July 2024.

Separately, members of the group involved in the altercation outside St George’s Shopping Centre were arrested in August 2023 in connection with the disorder.

They were charged on 25 January 2024 with violent disorder with three of the men sentenced on Thursday, 18 June 2026 at Harrow Crown Court. Their pleas and sentences were as follows:

Noor Mohammed, 23 (18.08.2002), of Welldon Crescent, Harrow, pleaded guilty to affray. He was sentenced to four-and-a-half months’ imprisonment suspended for two years.

Angel Lacatus, 21 (12.10.2004), of Clyde Square, Hemel Hempstead, pleaded guilty to affray and possession of an offensive weapon. He was jailed for six months.

Raphael Morais, 20 (18.06.2006), of Radstock Avenue, Harrow, pleaded guilty to violent disorder. He was sentenced on Thursday, 27 March to a 12-month rehabilitation order.
