An updated plan that will guide how minerals are supplied and waste is managed across Hampshire and Southampton until 2040 was adopted by Southampton City Council on Wednesday 15 July 2026.

The Hampshire Minerals and Waste Plan has been developed by Hampshire County Council, Southampton City Council, Portsmouth City Council, and the New Forest and South Downs National Park Authorities and has been approved by a Planning Inspector in an independent examination.

The Plan ensures there is a reliable supply of essential materials such as sand and gravel needed to build homes, roads and other infrastructure, while supporting more sustainable waste management. It also includes stronger policies on climate change, biodiversity, public health, water management and protecting local communities and landscapes.

The Hampshire Minerals and Waste Plan is essential to support the council’s ambitious Growth and Prosperity Plan and the pipeline of development and infrastructure projects outlined within, as well as the wider goals of delivering inclusive growth for Southampton.

It strengthens safeguards for nature, addresses the challenges of climate change, and provides a clear framework for future planning decisions.
